State Boards and Commissions

The Comptroller of Maryland serves on a number of statewide boards and commissions in addition to the Board of Public Works, State Retirement and Pension System Board, and Board of Revenue Estimates. See the below list.

Coast Smart Council

Comptroller Lierman serves as a member of the Coast Smart Council. Chaired and run by the Maryland Department of Natural Resources Secretary , the Comptroller will support the development of improved measures, criteria, standards and procedures to address the impact associated with sea level rise and coastal flooding on future capital projects.

Commission on State Debt

The Comptroller is a member of the Commission on State Debt advisory group that recommends to the Board of Public Works on an annual basis a State property tax rate sufficient to meet debt service requirements on outstanding general obligation bonds during the next fiscal year.

Maryland Agricultural Land Preservation Foundation

The Comptroller serves as an ex-officio member of the Maryland Agricultural Land Preservation Foundation (MALPF) board of trustees. MALPF is a national leader in agricultural land preservation by purchasing agricultural preservation easements that forever restrict development on prime farmland and woodland and has permanently preserved land in each of Maryland's 23 counties, representing a public investment of over $900 million. Since 1980, MALPF has purchased easements on over 2,500 farms, permanently preserving over 350,000 acres.

Maryland Clean Energy Center Climate Catalytic Capital Fund

The Comptroller serves as Chair of the Investment Oversight Committee for the Climate Catalytic Capital (C3) Fund managed by the Maryland Clean Energy Center. C3 Fund was established with passage of the Climate Solutions Now Act (CSNA) of 2022 to increase implementation of clean energy measures and technologies intended to reduce greenhouse gas emissions and mitigate the effects of climate change. This fund is intended to be leveraged further with additional investments of private capital for projects and programs. A minimum of 40% of the C3 Fund’s investments are to be targeted to assist low-income households and communities throughout the state to access decarbonization solutions and strategies.

Maryland Commission on Climate Change

The Comptroller is as a Commissioner on the Maryland Commission on Climate Change (MCCC). The MCCC advises the Governor and Maryland General Assembly on ways to mitigate the causes of, prepare for, and adapt to the consequences of climate change. 

Maryland Community Investment Corporation

The Comptroller is Chair of the Board of the Maryland Community Investment Corporation (MCIC). MCIC was established during the 2024 legislative session and is Maryland's first state sponsored Community Development Entity. It will draw crucial federal financial resources to galvanize development investment in underserved communities, fostering growth and opportunity across the state. MCIC’s  Board of Directors manages the Corporation and its strategic direction as it becomes certified as a Community Development Entity, applies for New Markets Tax Credits, and invests in Maryland communities.

Maryland Council on Economic Education

The Comptroller serves as an honorary board member of the Maryland Council on Economic Education (MCEE). The mission of MCEE is to improve economic and personal finance understanding among Maryland’s children so that they leave school prepared to make informed economic and personal finance decisions as consumers, savers, investors, workers and citizens.

Maryland Food Center Authority 

The Comptroller serves as an ex-officio member of the Maryland Food Center Authority (MFCA). The MFCA is the developer and operator of the Maryland Food Center in Jessup, MD, which is dedicated to combining the very best in public and private efforts in planning and developing regional food industry facilities. As a geographically centralized distribution hub dedicated to food distribution, the MFCA maximizes the efficiency of the food industry and ensures Maryland’s future food supply.

Maryland Public Art Commission

The Comptroller serves as an ex-officio member of the Maryland Public Art Commission (MPAC). MPAC implements Maryland's formal public art program through sculptures, murals and other works in an effort to enhance the cultural landscape of Maryland communities. MPAC was created in 2005 and is comprised of 12 members.​

Maryland Small Business Development Financing Authority

The Comptroller serves as an ex-officio member of the Maryland Small Business Development Financing Authority (MSBDFA). MSBDFA was established in 1978 to promote the viability and expansion of businesses owned by economically and socially disadvantaged entrepreneurs, and also small businesses that do not meet the established credit criteria of financial institutions, and consequently are unable to obtain adequate business financing on reasonable terms through normal financing channels.

Procurement Improvement Council 

The Comptroller is a member of the Procurement Improvement Council (PIC), which ensures that the State is addressing various procurement policies and procedures related to State procurement and to advise the General Assembly on proposed legislation in order to enhance the efficiency and transparency of State procurement.
