State of the Agency

Welcome to the Comptroller of Maryland's 2025 State of the Agency.

The Office of the Comptroller of Maryland (COM) is one of the few agencies required under the State Constitution. The agency – through its role as revenue collector, accountant of state dollars, a representative body on the Board of Public Works, regulator of motor fuel, overseer of unclaimed property, provider of revenue estimates, and a member of numerous boards, including the Maryland State Retirement and Pension System (MSRPS) – touches nearly every Marylander, and every Maryland business.

Before taking office, Comptroller Lierman convened a group of over 100 Marylanders to serve on her Transition Team and advise her on current challenges and future opportunities for the agency, key themes related to transition priorities, as well as provide actionable recommendations to strengthen the Comptroller’s Office.

That Transition Report informed the agency’s strategic planning, including our new agencywide vision statement – to work in partnership to create a state that is more equitable, more resilient, and more prosperous so that every Marylander can reach their full potential – and our agency’s priorities:

  1. Implement critical agency-wide improvements to help our state government work better.
  2. Ensure that the resources and expertise of the Office create opportunity for and make a positive impact on Maryland families, communities and businesses.
  3. Ensure Maryland is well-positioned for responsible long term economic growth and success.

We are excited to share our early progress in reaching these goals with the public. We will continue to update our State of the Agency Progress Tracker on an ongoing basis.
