Goals:

  • Modernize technology across the Comptroller’s Office in order to improve the taxpayer experience. Better technology will make our workforce more effective in administering taxes, managing risk, processing payments, collecting and analyzing data, and responding to taxpayers. It will also enable the agency to expand data analysis in an effort to gain a better understanding of the state of the economy, revenue and spending, and progress towards building a more equitable Maryland.
  • The Comptroller is committed to modernizing the agency – and that means investing in IT tools and IT staff – so that all Maryland residents and businesses, as well as state agencies, can interact more efficiently with the Office of the Comptroller and access our services, data, and other resources with ease. Actions

  • Successfully advocated for $5.3M from the legislature in the FY24 budget for IT funding, and $8M in the FY25 budget.
  • Hired the Agency’s first Chief Information Officer to manage tech modernization projects.
  • Transitioned business tax filing and processing from the mainframe to the cloud with the launch of MD Tax Connect for business tax types. This platform will increase security and allows taxpayers to access their accounts and update their information in an easier and more accessible manner – on a computer or mobile device, greatly improving staff and taxpayer experience.
  • Procured Customer Relationship Management (CRM) software to improve taxpayer service. This tool will allow for better workflow processes, automation of simpler tasks, and metrics to determine areas where business process improvement may be needed.
  • Procured and implemented contract management system which allows staff to more effectively track contract renewal periods, terms and conditions, and value.
  • Created a new user-centered website.
  • Upgrading technology – like CCTV and Wi-Fi – across all COM branch offices.
  • Replacing the Agency’s Financial Management Information System (the official accounting system for the State of Maryland) – implemented in the 1990s – with a new, consolidated, modern, centralized system that will reduce cybersecurity risk.
